Fee waiver denied for csu application?

i know i asked this question already. what does it mean when it said denied for the application fee waiver. I have a family of three me my mom and my sister. My mom makes about 30k a year. Can i still get into the school like SJSU, SDSU, SFSU, los angeles state, long beach state, or fresno csu.
