Should human breeding rights be restricted ?

We live in a world where taking a prisoner's right to vote away is considered a major violation of his "human rights", and you somehow think the government could control 'breeding', as you put it? While I agree with you that there are plenty of unfit parents out there, I cannot think of any practical way, in a free society, that this could be done. Communist China has the one child policy, in an attempt to control the population, and people still end up having two kids. The Nazis tried selective breeding. They didn't all turn out as perfect 'Aryans'. Unless you can figure out a way to prevent people from having altogether, except in government sanctioned situations, it would never work.
